Osborne to lead OLG expansion plan

The Ontario Lottery and Gaming (OLG) Corporation has retained the services of Coulter Osborne, a former Ontario Associate Chief Justice and Integrity Commissioner, to serve as its Independent Fairness Advisor for its Modernization of Lottery and Gaming plan.
The OLG was created in 2000 when the Ontario Lottery Corporation merged with the Ontario Casino Corporation and is responsible for the management of the province's lotteries and casinos.
“OLG is honoured to have the services and sage counsel of Osborne,” said Rod Phillips, President and Chief Executive Officer for OLG.
“In the course of his career as a jurist, arbitrator and mediator, Osborne has demonstrated his ability to act as a neutral advisor for complex and evolving issues.”
The Modernization of Lottery and Gaming plan was first announced in early-March by Paul Godfrey, Chairman for OLG, and Dwight Duncan, Finance Minister for Ontario, with the Crown corporation subsequently releasing a request for information from operators interested in expanding land-based casino gaming across the province.
In his role as Independent Fairness Advisor, Osborne will oversee and evaluate the overall fairness of the process and report directly to the organisation’s board.
“The Modernization of Lottery and Gaming plan of OLG rates as one of the largest and most complex projects of its kind in Canada,” Phillips.
“Ontarians can be reassured that the Modernization of Lottery and Gaming process will be open, fair, competitive and transparent.”
OLG stated that it will ‘begin to determine how it will engage regulated private-sector providers’ once the request for information process has finished and may subsequently issue a request for pre-qualifications asking vendors to submit proposals.
“While the new lottery and gaming model will include the expansion of regulated private sector delivery in the province, OLG will retain complete oversight of the sector including responsible gaming initiatives,” read a statement from OLG.
